Yes, she can apply for a tourist visa from the Consulate General  in Guangzhou, Application requirements generally includes: One completed application form, Photocopy of valid passport, Photocopy of return ticket or travel agent voucher for pre-paid package tour and Fee (payable in cash, by postal order or cheque).

I want to go to china for attending International conference at Beijing. Please tell me what should I do?

First, you should ask for an invitation from the administration of the conference, and if the conference is not organized by a Chinese government, you still have to ask them to provide you an confirmation letter of invitation from the local foreign affairs office or other government office. Then you may apply for a business visa from the embassy or consulate in your living place with the followings:
1. your valid passport that has over 6 months validity and enough blank pages
2. a completely filled application form affixed with a recent-taken certificate photo
3. invitation letter and confirmation of invitation from the conference organizer
4. round-way air ticket
